Stir together the mayonnaise, mustard, lemon juice and dried dill in a small mixing bowl and set covered in the refrigerator.
Next, place the artichokes on a steam rack in a pressure cooker. Fill with enough water so that it is just below the steam rack level. For average-sized artichokes, pressure cook them for 18 minutes; if larger, cook longer.
Remove artichokes and place on individual serving plates with the dipping sauce on the side. Garnish with lemon.
